A proposed rule requiring a fee for F-1 Optional Practical Training (OPT) cleared review by the White House Office of Information and Regulatory Affairs (OIRA) on September 11. 

The next step is publication in the Federal Register, followed by a public comment period. Details of the proposal will not be available until publication.
