Guidance: Order Expands H-1B Program Oversight
The White House has issued two related measures that may impact Cornell employees on H-1B visas and hiring units in coming weeks and months.
This alert focuses on a new executive order, “Enhancing Program Integrity and Interagency Coordination in the Administration of the H-1B Nonimmigrant Visa Program.”

"Enhancing Program Integrity" Order
According to the White House, the September 18 executive order is designed to reduce H-1B abuses, strengthen oversight, and increase coordination across federal agencies. It requires the agencies reviewing H-1B applications to consider whether the employer sponsoring an H-1B petition has recently laid off U.S. workers in similar jobs.
