Scholars Outside the U.S.
Scholars outside the U.S. (except for most Canadians) must apply for an entry visa after receiving their immigration documents. We recommend starting Step 1 as early as possible to allow time for potential visa delays.
Visa applications may take a few days—or several months. Turnaround depends on the scholar’s country of origin, wait times at the U.S. embassy or consulate, and any security clearances or administrative processing that may be conducted. Cornell can't intervene to speed up scholars' applications, although scholars might be able to schedule expedited appointments at some embassy locations. Your department will have to push back the planned employment start date if an international scholar is not able to enter the U.S. on time.

Scholars Based in the U.S.
Most nonimmigrant visa statuses are employer-specific, so scholars already in the U.S. and sponsored by other institutions typically need to transfer their visa status to Cornell. The transfer must be complete before employment begins. If you’re unsure if someone is authorized to work for Cornell, reach out to us before approving employment.
J-1 Scholars
For J-1 transfers, International Services creates a Cornell DS-2019 on or shortly after the requested transfer-in date. The scholar can begin work after receiving the Cornell DS-2019. Consult Invite or Extend J-1 Visitors, and point incoming scholars to Transfer Your J-1 Visa to Cornell.
Scholars in other statuses changing to J-1 at Cornell may not begin work until they obtain both a Cornell-issued DS-2019 and an I-94 indicating J-1 status. After receiving a Cornell DS-2019, the scholar is responsible for filing Form I-539 to change status to J-1. The scholar receives an I-94 on the I-539 approval notice. Alternately, the scholar may leave the U.S., apply for a J-1 visa stamp, and receive an I-94 upon reentering the U.S.
H-1B/O-1 Scholars
If the scholar currently has H-1B status from another employer, and Cornell has filed an H-1B petition on their behalf, the scholar can begin working with just the H-1B petition receipt notice.
For H-1B/O-1 change of status petitions and O-1 change of employer petitions, the scholar must wait for the approval notice. If a petition is approved, International Services will receive the approval notice from USCIS and share it with the department and scholar. An I-797A approval notice has an I-94 on the bottom. The scholar can begin working on the approved start date.
